u薛进军教授

薛进军,发展经济学博士,现任日本名古屋大学经济学院教授,兼任国家发改委能源研究所客座研究员,中国科学院科技政策与战略研究所客座研究员,国家级智库清华大学国情研究院兼职教授,武汉大学、陕西师范大学、华中科技大学、北京理工大学、西安交通大学等大学兼职教授,碳排放交易湖北省协同创新中心首席科学家等。曾任耶鲁大学经济增长中心、牛津大学经济系访问教授,武汉大学经济学院副院长,日本一桥大学副教授等。

薛进军在国际期刊ScienceNature CommunicationsEnergy EconomicsApplied Energy, Energy Policy,以及《中国社会科学》、《经济研究》等刊物发表论文数十篇,担任Applied EnergySingapore Economic Review等期刊客座和特约编辑。他还是中国第一本《发展经济学》(谭崇台主编)教材的助编之一,第一本《低碳经济学》编著者,第一个以“低碳经济”命名的国际低碳经济研究所的创始人兼联席所长。他也是最早提倡中国实施出口带动的经济增长、提出低碳发展的雁行模式并积极参与中国的低碳城市设计、碳市场建设的学者之一。

Dr. Jinjun Xue is a professor of Economic Research Center, Nagoya University, Japan, and Co-director of Institute of Global Low-carbon Economy. He also serves as a guest researcher at Energy Research Institute of the National Development and Reform Commission of China, adjunct professor at School of Contemporary China Studies of Tsinghua University, Chief Scientist at Hubei Collaborative Innovation Center for Carbon Emissions Trading and so on. He published about 100 papers in academic journals such asScience, Nature Communications, Energy Economics, Applied Energy, Social Sciences in China, Economic Research Journaletc. in English, Chinese and Japanese. He also serves as a guest editor for the journals ofApplied Energy, Singapore Economic Review etc.

He is one of the authors of China’s first textbook “Development Economics”, the first person published the book entitled “Low Carbon Economics”, one of the foundersof the institutefirstly named after the “Low-carbon Economy”. He was also one of the scholars who advocated China’s implementation of export-led economic growth model, first person proposed the low-carbon development geese model and actively participated in China’s low-carbon urban design and carbon market construction.

报告简介:

Globalization and economic liberalization promotes a country’s international trade, enhances its position in global value chains as well as induces carbon leakage between countries and regions. In China, as the inner preferred policy has prompted economic growth and foreign trade of retarded regions, their participation degree in domestic and international value chains had been upgraded. However, these improvements also increased their carbon emissions and created regional carbon leakage. This study develops a Carbon Emission Flying Geese Model to analyze the trend of regional industrial structure change and the interregional transfer of environmental pollution and carbon emissions and explores a pathway of green and low-carbon development. On this basis, we predict whether China's oversee industrial transfer follows the goose-type path when China implements the “Belt & Road Initiative” and advice a green and low-carbon “Belt and Road.”

  

  

u陈耀波教授Yiu Por (Vincent) Chen

Yiu Por (Vincent) Chen is currently a visiting professor at school of global strategy and policy, university of California San Diego and will be an Economist at the International Labour Organization, Geneva, Switzerland in coming September. He was a Senior Lecturer in the School of East Asian Studies at University of Sheffield. Dr. Chen received a PhD from Columbia University in 2004 and a Master degree at Harvard University. He specializes in the fields of political economy of development and inequality, labor migration and urbanization, labor and development, and institutional economics. He has been the recipient of research awards and research grants, such as Andrew Mellon Post-Doctoral Fellow at Brown University (2003-4), the Gregory Chow Best Paper Competition at the Chinese Economists Society (2008), and the Labor and Employment Relations Association Best Paper Session (2011), among other fellowships and essay competitions awards. He has also provided consultancy works on development projects and evaluations for international organizations such as the World Bank.

  

报告题目:A Decomposition Method on Employment and Wage Discrimination and Its Application in Urban China (2002-2013)

报告简介:

Labor market discrimination is an important issue in developing countries where path-dependent institutions have been dominant, while effective institutional arrangements and policies have been hidden by local customs and culture. However, the existing applications of classical Blinder-Oaxaca decomposition face criticism for their imprecise understanding of the factors affecting institutional discrimination in labor markets, as well as for their lack of power in formulating well-targeted anti-discrimination policies. We extend the Oaxaca (1973) method to decompose the total discrimination index (TDI) to analyze employment and wage discrimination in the labor markets of developing countries. The TDI is decomposed into the employment discrimination index (EDI) and the wage discrimination index (WDI), then into the underpayment index to majorities (UPI) and the overpayment index to minorities (OPI). We apply this method to the institutional discrimination against rural migrants in China's urban areas. Using national representative data from 2002-2013, we have found that, 1) the TDI increased quickly after China entered the WTO, then dropped after anti-discrimination policies were implemented. 2) The TDI is mainly determined by the UPI, while the TDI’s fluctuation is mainly determined by the WDI. Our method provides insights into the changing composition of employment and wage discrimination and their respective labor market outcomes in developing countries. As a result, appropriate policy measures may be developed accordingly.

张俊狮,西澳大学经济学博士、博士后,现任香港恒生管理学院助理教授,澳大利亚中国经济学会执行委员会成员、港澳台代表,曾任西澳大学讲师、研究助理、联合国大学世界发展经济学研究院博士研究实习生。研究领域包括中国经济、能源经济、宏观经济、区域不平等、发展经济、社会经济政策分析、分布动力学分析、经济模型、CGE建模、机器学习、深度学习等。目前已在Applied EnergyChina Economic ReviewSingapore Economic Review等刊物发表论文十余篇,获中国教育部人文社科研究项目一项。现任China Economic Review, Journal of the Asian Pacific Economy, Energy & Environment等期刊审稿人。

西华大学国际经济与管理研究院特聘教授、四川省社科院学术顾问、原副院长。专著《全球变暖时代中国城市的绿色变革与转型》2014年入选国家哲学社会科学成果文库。出版过《环境经济学》《民族地区西部大开发效应研究》《中国县市跟踪调查.渠县卷》等专著。《环境经济学》等四项成果获得四川省政府哲学社会科学优秀成果一等奖。《关于在成都建立气候交易所的建议》《以建设长江上游生态屏障为着力点推进我省生态文明建设的建议》等多项政策建议受到中央、省委、省政府领导的批示和采纳。

西华大学特聘讲座教授,四川大学商学院教授,企业组织与人力资源管理方向的博士生导师,四川省学术和技术带头人。研究方向:人力资源管理、组织行为学、劳动关系管理、公司治理等,主持了6项国家自然科学基金和国家社科基金研究项目,出版专著和教材三十余种,发表论文二百多篇,并为数百家企业提供咨询、策划、设计和培训服务。

曾主要兼职:国家经贸委培训司聘请教授,四川省政府科技顾问团顾问,加拿大约克大学亚洲研究中心客座研究员,英国威尔士大学新港学院、澳大利亚国立大学经济管理学院中国MBA教学点客座教授,华中科技大学、大连理工大学、云南大学、山东大学等EMBA项目客座教授。

方涛,西华大学管理学院特聘院长。方涛教授在多伦多大学取得劳资关系和人力资源管理专业博士学位,现任纽芬兰纪念大学Stephen Jarislowsky讲席教授,加拿大多伦多大学兼职教授,美国新泽西大学J. Robert Beyster研究员,世界银行“移民与发展”专家咨询委员会专家。他曾担任美国哈佛大学访问教授,沃顿商学院访问教授,澳大利亚莫纳什大学兼职教授和国际商务硕士专业主任,约克大学人力资源管理与劳资关系终身教授。他是中国留美经济学会前任会长。同时他还是多伦多大学、香港城市大学、澳门大学、清华大学、复旦大学、西南财经大学以及中国地质大学的客座教授。2010年,入选湖北省楚天学者2016年入选四川省“千人计划”。2017年,他当选为英国皇家艺术协会会士(FRSA, Fellow, Royal Society of Arts)

Tony Fang, Distinguished Dean in the School of Management at Xihua University, is the Stephen Jarislowsky Chair in Economic and Cultural Transformation at Memorial University of Newfoundland and an adjunct Professor with the University of Toronto. Currently he holds the J. Robert Beyster Faculty Fellowship at Rutgers University and sits on a World Bank's Expert Advisory Committee on Migration and Development. Prior to joining Memorial, he was the Director of Master of International Business Program at Monash University in Melbourne, Australia. He served as the President of the Chinese Economists Society (2012-13) and the Domain Leader at CERIS, Ontario Metropolis Centre (2009-12). He was a visiting professor at Harvard University and NBER, Wharton School of the University of Pennsylvania, City University of Hong Kong, University of Macau, Tsinghua University, Fudan University, and Southwest University of Finance and Economics. In 2010, he received the title of “Chutian Scholar” of Hubei Province. In 2017, he was selected in the “Thousand people Plan” of Sichuan Province. In 2017, he was elected as a Fellow of Royal Society of Arts (FRSA).

Professor Fang has a Ph.D. in Industrial Relations and Human Resource Management from the University of Toronto. His areas of research interest encompass issues of immigration, diversity, and cultural changes, high performance workplace practices, pension, retirement policy and the ageing workforce, minimum wages and youth employment, union impact on wages, innovation and firm growth, pay equity and employment equity. He has published in such journals asStrategic Management Journal,Industrial and Labor Relations Review (Cornell), Industrial Relations (Berkeley), British Journal of Industrial Relations (LSE), International Journal of Human Resource Management, Canadian Journal of Economics, Canadian Public Policy, China Economic Review, Asian Economic Papers, Journal of World Business, Journal of Labor Research, IZA Journal of Labour Policy, IZA World of Labour, International Journal of Manpower, Journal of Management History, and Social Indictors Research. He has also received 12 research awards from SSHRC and 5 research grants HRSDC, totaling $4 million. In 2015, he was appointed as the Jarislowsky Chair at Memorial University, with $2 million endowment support from the Jarislowsky Foundation, Government of Newfoundland and Labrador, and private donations.

报告题目:How Has the Two-Day Weekend Policy Affected Labour Supply and Household Work in China?

报告简介

This paper examines the effects of working time reduction on labour supply (hours of work and whether an individual holds a second job) and household production by exploiting the Chinese Two-Day Weekend Policy, which effectively reduced weekly working days from six to five in May 1995, as a natural experiment. We construct a theoretical model that predicts a decline inlabour supply in both private and public sectors as work hours were reduced. In theory, the time spent on household production may increase or decrease or the time spent on the secondary job may increase or decrease depending on how much agents care about household production or the income from a second job. Using the China Health and Nutrition Survey, we adopt a difference-in-differences strategy to estimate the policy effects on work hours of wage earners in both public and private sectors. Relative to the control group deemed unaffected by the policy change (individuals who report positive work hours and are self-employed, independent operators with no employees, contractors working for other people or enterprises, temporary workers, or paid or unpaid family workers), our estimates show that the Two-Day Weekend Policy significantly reduced the work hours of wage earners by 4 percent and the public sector by 5 percent while increasing the probability of having a second job by 3 percent and decreasing the time spent on household work by 98-107 minutes per week. The results are robust to different specifications and a propensity matching technique.
